Our reporting draws on original public records and official announcements. Every published story includes links to its supporting material. We distinguish a proposal from a final decision and an authorized amount from money actually spent.

Room for corrections

Public records can be incomplete or later revised. We update reporting when a correction is needed and preserve our editorial revision history. Older stories should be read in the context of their publication date.
